Are some dog owners crazy?

First off I'm not a person who hates animals but... I live beside several houses and each one owns at least one dog. The dogs are left in small back yards 24/7, little or no exercise and you guessed it....they bark like hell.......all the time. So, I complain. I like to live a fairly peaceful life. I worked hard bought my house and now I want to live in it. PEACEFULLY. Not possible however. These animals howl,whine,yelp snarl day after day after day for the last six years. The owners are complete morons. I talked to them... politely and they told me to f@@k off. They threatened to kill me. One of them is a cop. I'm serious, unfortunately. Been to court.Won the case, some dogs removed but then later replaced.Same problem. Going slowly out of my mind. Car vandalised, garage damaged. Serious name calling in the neighbourhood. Character inated. Unbelievable stuff. But, I'm not alone. Surfing the net realised that the same problem is widespread. So, are some dog owners crazy? Or should I just accept that dogs have a constitutional right to cause major disturbance and nothing can be done about it. What do you think? Wuf Wuf!!! I'm barkin mad!!!
