I have a 9 yr parakeet that recently developed a large bump on his . What is it? What can I do to help?

The large bump on my parakeet's backside has only developed in the last week. He continuously scratches it and his feathers are constantly puffed up, as if he is cold all the time. When I try to pet him, he is also very cranky and bites more than usual. Any advice?
